Preferred Party Administration

It is mandatory for licensed suppliers (LV) and balance responsible parties (BRP) to appoint a preferred market party for the distribution of connections (restverdeling), to maintain security of supply.

Why is this administration important?

When a energy supplier is no longer able to meet its obligations or enters bankruptcy, connections are allocated centrally to other suppliers or balance responsible parties. It is important to allocate properly to the correct suppliers and BRP's. The administration gives market parties the opportunity to register their preference which will be used in the Security of Supply procedure.

The Preferred Party Administration (PPA) is the register in which each;

  • licensed supplier has registered their preferred balance responsible party (BRP)
  • balance responsible party (BRP) has registered their preferred unlicensed supplier (LV)

At the moment an unlicensed supplier drops out, the BRP takes over the supplier's role in the security of supply procedure. At that time, it should also be known what the EAN code is of each BRP in their role as unlicensed supplier.

Change your preferred supplier

Energy suppliers and BRP's were asked to register their preference before 10 January 2024. If no preference was registered, a preferred party combination was automatically registered after 11 January 2024. For you, this may mean that not your preferred party combination will be administered. However, if you wish to change your preferred  party combination you can do so via Partners in Energie.

This is how to change the preferred supplier data

1. Find out who your preferred party is

As a balance responsible party (BRP) or licensed supplier (LV), find out who your preferred party is in the Security of Supply procedure. Also for the BRP, check which EAN code you want to use for the unlicensed supplier role. It is important to use the main EAN code of the relevant market party for registration. Both as the submitting party and for the preferred party.

2. Complete the letter of approval

When filling in the change form, you will be asked to enclose the letter of approval from the preferred party. Any other document showing agreement with a preferred party will also suffice.

3. Change the preferred supplier via the change form

In the change form you can find a 'Preferred Party Administration' section. Here you can enter your preferred supplier details. If you don’t have access to the change form, please send an email to [email protected].

Make sure your contact details are up-to-date

It is important to have up-to-date contact details of all parties involved. The right people will then be contacted immediately when a procedure is started. Would you like to know who is currently registered as the contact person for Security of Supply procedure at your organisation? Then log in to Partners in Energie and go to ‘Contact person registration’ at the Security of Supply contact group. If you do not have the correct rights, ask your superuser.
