Market participants

To guide the energy transition, Partners in Energy has been facilitating the energy market since 2019. Partners in Energy optimises the processes between all market players and the regional grid operators.

To guide the energy transition, Partners in Energy has been facilitating the energy market since 2019. Partners in Energy optimises processes among all market participants and regional grid operators. The following market roles are now recognised in the Netherlands: network operators, suppliers, metering operators, programme leaders, Congestion Service Providers and independent service providers (Dutch acronym: ODA’s). In total, more than 300 market participants fulfil one or more of these roles.

Through Partners in Energy, the joint regional grid operators are developing services to improve cooperation in the sector. The objective is to encourage the energy transition and market facilitation.

Improvement of market participants' services

Based on continuous development, we improve our services, enabling market players to provide better services to their customers.

Our services include

  • Access to a message box with which service teams can communicate with each other efficiently and securely to resolve customer questions for which other market participants and energy data are required.
  • Access to information about all market participants and an overview of their contact persons.
  • Management of your own registered information (corporate information and contact persons).
  • Information about congestion management, grid loss and hydrogen.
  • Facilitation of mutual knowledge exchange.

New Energy Act

The Energy Act introduces several new forms of the supplier role. Initially, these are the following forms, which will be active as of January 1, 2026:

  • Renewable Energy Community (EGC)
  • Peer-to-Peer Trader (P2P)
  • Injection Aggregator (IAC)
  • Active Customer (ACP)

These new forms are subject to the same requirements as a regular supplier as we know it today. This means that parties wishing to fulfill one or more of these new forms must meet the following requirements:

  • Permit and registration with the ACM (unless the options and conditions for permit-free supply in accordance with the Energy Act are used)
  • IT qualification at TenneT for the supply of electricity for large connections
  • Registration including chosen form(s) and IT qualification at EDSN
  • IT qualification and registration with GTS for gas supply (if applicable)

If existing regular suppliers offer services using these new forms, this must also be registered in the Market Parties Register (MPR) of EDSN, via the Partners in Energy platform. It is important to have this registration in order so that, where relevant, this information can be provided to the regulator or national grid operator during the implementation of the Security of Supply and Residual Distribution processes.
